Indicative proficiency level

An indicative guide using ACARA's 2023+ proficiency thresholds for Reading and Numeracy. The exact cut scores are set each year and printed on your child's report. The lower two levels (Developing and Needs additional support) are shown together here, as their boundary is not published as a single national figure.

How NAPLAN scores became proficiency levels

Until 2022, NAPLAN reported results on a 10-band numerical scale. Since 2023, every result is reported as one of four proficiency levels: Exceeding, Strong, Developing, or Needs additional support. The scale score still appears on the report, sitting on a common scale of roughly 0 to 1000 that runs from Year 3 to Year 9.

The line between Developing and Strong is the national minimum standard, and it is set higher for each year level. A score of 480 is a Strong result in Year 5 but only Developing in Year 9, because more is expected as students get older.

What the levels mean

Exceeding means performing well above the standard for the year level. Strong means at or above the standard, which is the on-track result. Developing means working towards the standard, and is a signal to focus on specific skills. Needs additional support means well below the standard, and usually means targeted help at school and home.

Use it as a starting point

NAPLAN is a snapshot, not a verdict. A result below Strong is diagnostic information, not a failure. The best next step is to find which specific skills are below standard and work on those. To see how this maps to the old bands, use the NAPLAN band calculator. Year 9 students in NSW should also read the Year 9 NAPLAN calculator for the HSC link.

NAPLAN is run by ACARA, and official results and the proficiency levels are published at nap.edu.au.

NAPLAN scores — common questions

How are NAPLAN proficiency levels worked out?

Your scale score is compared to the cut scores ACARA sets for your year level and domain. Above the national minimum standard is Strong, well above is Exceeding, below is Developing or Needs additional support.

What is a good NAPLAN score?

Strong or Exceeding means your child is at or above the national standard for their year level. Around two thirds of students reach Strong or Exceeding in reading and numeracy.

Why is the same score Strong in one year and Developing in another?

Because the standard rises with each year level. The cut score for Strong in Year 9 is much higher than in Year 5, since older students are expected to do more.

Is this calculator exact?

No, it uses indicative thresholds for Reading and Numeracy. The exact cut scores are set each year and printed on your child's official report. Always use that report for the definitive result.

Why are Developing and Needs additional support shown together?

ACARA does not publish the boundary between those two lower levels as a single national figure, so this tool groups them. Your child's report shows which of the two applies.

Does a low NAPLAN score affect my child's future?

No. NAPLAN does not decide promotion, school placement or career outcomes. The main exception is Year 9 in NSW, where reading and numeracy are linked to the HSC minimum standard.
